What Are STAR Bonds?

STAR (Sales Tax and Revenue) bonds are an economic development financing tool that allows a portion of future sales tax revenue—generated by new development—to be reinvested to fund eligible project costs, including public infrastructure.

STAR bonds are designed to support major destination developments such as entertainment venues, tourism attractions, mixed-use districts, and redevelopment projects that draw visitors from outside of the region and expand the local and regional tax base.
